the DTS in phase 2 - funding distribution
All funds raised (except Valpak operational costs) will be made available for local authorities operating Designated Collection Facility (DCF) sites to assist with the provision of these facilities. This funding is made in lieu of DTS members contributing to the collection of WEEE directly themselves. Funds will be distributed on the following basis:

general fund
All eligible local authorities and councils would receive £1,000 towards maintenance costs for each DCF site by 31 March 2010. Further details on the mechanism for distributing these funds will be made available to local authorities and councils in due course.

The size of the remaining fund available for distribution will be variable and dependent on the proportion of retailers that join the DTS and the number of registered DCFs. It is therefore proposed to consult stakeholders during the first six months of operation on how the remaining fund should be distributed. Options could include a simple flat payment to DCFs or identification of specific projects designed to encourage and disseminate good practice.

Valpak will be required to produce a report by September 2012 focussing on the overall success of DTS Phase 2 including an overall assessment the scheme's success and identifying examples of good practice deployed by local authorities resulting in increased WEEE collection rates.

new investments
This extends funding available to local authorities under DTS Phase 1 intended for assisting with the establishment of:

  • New DCFs at existing CA sites
  • DCFs at new CA sites
  • DCFs at replacement CA sites.

Funding allocation would operate under the same rules as in Phase 1, i.e. £6,000 per DCF with the possibility of raising that to £9,000 where specifically required.

Additionally, funding applications would be considered by local authorities seeking to install new capital investment in existing DCFs to increase the number of WEEE streams registered as being collected at that site. Applications of this nature would attract a payment of £1,200.

costs
The cost of joining the DTS will, for the larger electrical retailers, be based on market share of electrical and electronic equipment. Market share will be determined by sales of EEE in a defined one year period.

Retailers who only sell a relatively small quantity of EEE will pay a fixed fee.
