Organisations with half hourly metered electricity consumption
that was greater than 6,000MWh in the calendar year 2008 will be 'full participants'
in the first three year phase of the CRC. This is expected to include around 5,000
organisations who must summit detailed data, must buy and surrender CRC allowances,
will be ranked on a published performance 'league table' and will receive 'recycling
payments' at the end of the compliance year.
The CRC will effect all organisations with half hourly electricity
meters, including:
- businesses
- organisations that are part of a group
- a 'primary member' is expected to join and participate on behalf of
the group, who must in turn provide data internally for the submission
- franchisor
- a franchisor performs the role of a 'primary member' to include all
franchisees - the opposite of the Packaging Waste Regulations
- a landlord
- to cover energy used in leased buildings only if the landlord pays the
energy bills
- government bodies
- including the Environment Agency, Local Authorities and schools
- universities
In all cases except that of franchises, this means that it is
most likely that the obligations will lie with the bill payer.
Those organisations that consumed less than 6,000MWh through
half hourly electricity meters in 2008 will be required to complete an
information disclosure, which requires a simple
declaration of this energy use at the beginning of each phase (which lasts for three
years from April 2010 in the first instance).
